When I do an interview for example the hostess or a chef at a restaurant how can I put them at ease? How do I ask them if I can interview them? I know that if I just walk up to them and say "Can I interview you?" Some people may thinkt that I'm wierd or get a little uncomfortable. Please let me know.

Try explaining to them that "your a student just enrolled in a media class, and as part of your class assignments your given one to interview a well known chef in the area known to make the most mouth melting meals around". make them feel good about being the only one you chose to interview from the rest of the chefs in the area. that might have turn you down already. but don't let them know you've been turn down, they'll do the something. No body wants to be the last option knowing, specially since your not paying them for it.
